Today’s federal, state and local government capabilities-based approach toward preparedness might be more cost-effectively replaced with a standards-based approach, argues Sharon Caudle, a Texas A&M University academic and a former assistant director of homeland security issues at the Government Accountability Office.
In a paper (.pdf) in the August edition of Homeland Security Affairs, Caudle says Federal Emergency Management Agency grants sent to states, cities, tribal governments and nonprofit organizations to strengthen their capabilities to meet threats associated with homeland security hazards has resulted in an unanswered question: What preparedness did the billions of dollars buy?
